What to expect from an AI agent development company in Dubai

An AI agent development company in Dubai should build agents for specific tasks (qualifying property leads, preparing invoices for the UAE’s e-invoicing rollout, answering guests, drafting shipment documents) that work in Arabic and English, keep people in charge of anything irreversible, and tell you plainly where your data is stored and where the model processes it. Inside DIFC, its Regulation 10 adds duties for systems that process personal data autonomously.

AI agent development in Dubai

UAE agent projects fail on language and data location before they fail on code

Search for an AI agent development company in Dubai and the first page is thin: a handful of agencies, a forum post and a few global firms with a UAE page. Very few explain the two questions UAE buyers raise first. Will it handle how our customers actually write, in Gulf Arabic, in Arabizi typed with numbers for letters, and in English, sometimes in one message? And where exactly will our data and our customers’ data be processed?

Both questions have honest answers, and neither is “don’t worry”. Arabic quality varies by model and task, so it has to be tested on your own conversations. And several AI services available in UAE cloud regions process requests outside the country, which matters if your regulator, free zone or customer contract requires in-country processing. We design around both from the first week.

Radiatus builds agents through our AI agent development practice. We have no office or entity in the UAE: we are registered in Dover, Delaware and as an MSME in India, and we work remotely, 1.5 hours ahead of Dubai, with visits by agreement. If a tender or licence condition requires a locally licensed provider, we will tell you, and that may rule us out.

What we build

What we build for UAE teams

Four engagement types. Each starts with a written list of tools, permissions, languages and the point where the agent must hand over to a person.

Bilingual customer-facing agents

The problem

Customers message in Arabic, Arabizi and English at all hours, and leads go cold while the team catches up.

How we do it

We build agents that answer from your approved content, ask qualifying questions, take simple actions through scoped tools (book a viewing, change a reservation within policy) and hand over with a summary in the staff member’s language. Reply language follows the customer.

What you get

  • Arabic and English test set from your conversations
  • Scoped booking and lookup tools
  • Handover summaries for staff
  • Transcript and trace per conversation

Where will an AI agent process UAE data?

“Hosted in the UAE” can mean the data is stored there while the model runs elsewhere. Ask about both, model by model, before you sign anything.

OptionWhat is public about locationWhat to check
OpenAI API with data residencyOpenAI’s data controls guide lists the UAE among its data residency regions for stored contentEligibility, which endpoints are covered, and whether processing as well as storage stays in-region for your project
Claude on Amazon BedrockAWS announced global cross-Region inference for Claude models for customers in its UAE and Bahrain regions in February 2026Global cross-Region inference can route requests to other countries; confirm whether that is acceptable for your data
Azure OpenAIMicrosoft’s answers for the UAE North region indicate that inference for these models is processed in other regionsThe current region table for each model you need, and your data-processing terms
Open-weight models on UAE infrastructureModels can run on your own servers or dedicated cloud capacity in a UAE regionArabic quality on your evals, GPU cost, and who patches and monitors the deployment

If in-country processing is a hard requirement, open-weight models on UAE infrastructure are often the only route, and that changes the cost and quality picture. If storage in the UAE with processing abroad under contract is acceptable, more options open up. Your counsel decides which applies; we design to their answer.

Which UAE rules affect an AI agent?

  • The federal PDPL. Federal Decree-Law No. 45 of 2021 on the protection of personal data has been in force since January 2022 and applies to most processing onshore in the UAE. Its implementing regulations have been slow to arrive, so check the current position with UAE counsel before relying on any summary, including ours.
  • DIFC. The DIFC has its own Data Protection Law No. 5 of 2020. In September 2023 it enacted Regulation 10 on personal data processed through autonomous and semi-autonomous systems, covering AI and machine-learning systems (Clyde & Co summary). It brings notice and transparency duties for deployers and operators, and extra oversight for high-risk processing.
  • ADGM. Abu Dhabi Global Market applies its own data protection regulations to firms established there.
  • Sector regulators. Licensed financial firms, healthcare providers and government entities have their own rules on outsourcing, data location and security that sit on top of data protection law.

None of this stops a well-designed agent. It does mean writing down the agent’s purpose, the data it touches, where it is processed and who approves its actions, before the build rather than after an audit.

Handling Arabic: dialects, Arabizi and right-to-left screens

Arabic support is not a tick box. In practice, a UAE agent meets four kinds of input:

  • Modern Standard Arabic in formal emails and documents.
  • Gulf and other dialects in chat and voice notes, from customers across the Arab world.
  • Arabizi, Arabic typed in Latin letters with numbers for some sounds, common on phones.
  • Code-switching between Arabic and English in one sentence.

Modern models handle all four far better than older chatbots, but the gap between models is real and varies by task. We build an evaluation set from your own past conversations in each form, score candidate models on it, and decide the reply language rule with you. For internal screens and approval queues, we test right-to-left layouts, mixed-direction text such as addresses and invoice numbers, and Arabic names in search. Arabic-capable open-weight models developed in the UAE are worth including in the comparison when in-country hosting matters.

Getting ready for UAE e-invoicing with agents

The UAE’s Ministry of Finance is phasing in mandatory e-invoicing through accredited service providers. After a pilot from July 2026, published timelines put businesses with annual revenue of AED 50 million or more on the system from 1 January 2027 and the rest from 1 July 2027. The invoices themselves go through your accredited provider. Where an agent helps is upstream: reconciling invoice data held in several systems, flagging missing or inconsistent fields before an invoice is issued, and drafting correction requests to suppliers whose invoices fail validation. That is preparation, not filing, and a finance person approves every step.

Working with a team in India from Dubai

TopicHow it usually works
HoursIndia is 1.5 hours ahead of the UAE all year, so a 9 a.m. Dubai stand-up is 10:30 a.m. in India. Most UAE organisations work Monday to Friday, which matches the Indian week.
Meetings and visitsVideo calls for routine work; in-person workshops or go-lives by agreement, with travel agreed in the contract.
Contracts and currencyInvoices in USD or AED as agreed. UAE VAT-registered buyers usually account for VAT on imported services under reverse charge; confirm with your tax adviser.
Data handlingA data processing agreement naming what we may access, where and for how long; development on masked or synthetic data; production access only through your accounts.
OwnershipCode, prompts, evaluation sets and logs belong to you and live in your repositories and cloud accounts.

What changes the cost of a UAE agent project

The build is priced like any agent project, by tools, permissions and the size of the evaluation set. Four things push UAE projects up compared with a single-language agent elsewhere:

  • Two or more languages to test. Every language and script form needs its own evaluation cases and its own pass mark, so the test set is larger.
  • In-country processing. If the model must run inside the UAE, self-hosted or dedicated capacity replaces a pay-per-token API, adding GPU cost and an operations workload.
  • Regulatory documentation. DIFC, ADGM or a sector regulator may expect written system descriptions, assessments and monitoring plans before launch.
  • Voice in Arabic. Speech recognition and synthesis across dialects need careful testing with real callers; text agents are cheaper to get right first.

The cheapest sensible start is a text agent for one task, in the languages your customers actually use most, with residency settled before the first line of code.

How to choose an AI agent development company in Dubai

  1. Can they show traces and test results from an agent running in production, not a demo video?
  2. Will they test Arabic, Arabizi and English on your own conversations before promising quality?
  3. Can they say, model by model, where data is stored and where it is processed?
  4. Do they know whether DIFC Regulation 10, ADGM rules or your sector regulator applies, and do they defer to your counsel on interpretation?
  5. Which actions can the agent take alone, and which need a person? Is it in writing?
  6. What will one task cost to run, and what happens to that cost if the model changes?
  7. Do you need a locally licensed provider for this contract? If so, does the vendor qualify?
  8. Who owns the code, prompts and logs at the end?

How we start

A first agent for a UAE team

One task, measured against how your team handles it today. Fixed scope and price by milestone, agreed after a short discovery.

Week 1

Task, rules and residency

The task, tools, approvals and languages in writing, plus where data may be stored and processed, agreed with your compliance or legal lead.

Week 2

Bilingual evaluation set

Real past conversations or documents in Arabic, Arabizi and English, with expected outcomes, and a model comparison on them.

Weeks 3–5

Build with traces

Tools with read-only access first, the agent, approval screens and daily evaluation runs. Cost per task measured, not guessed.

Weeks 6–7

Supervised pilot

Staff approve every action. You get accuracy by language, time saved and cost per task, and decide whether to widen it.

Senior engineers firstYour first call is with someone who will do the work, not a sales script.
You own everythingCode, configuration, reports and documentation stay in your accounts and are handed over.

FAQ

Questions about AI agent development in Dubai

Agents for specific tasks in UAE businesses: qualifying property and hospitality leads in Arabic and English, preparing and checking documents for logistics and finance teams, getting invoice data ready for e-invoicing, and answering internal HR and IT questions. Each agent works through scoped tools and hands anything that commits the business to a person.

Yes. Current models handle Modern Standard Arabic, Gulf dialects, Arabizi and mixed Arabic-English messages far better than older chatbots, but quality differs between models and tasks. We test candidate models on your own past conversations in each form before choosing one, and route uncertain cases to staff.

Storage often can; processing depends on the model. OpenAI lists the UAE among its data residency regions, while some services offered in UAE cloud regions route inference to other countries. If processing must stay in the UAE, open-weight models on UAE infrastructure are the most reliable route. We check this model by model.

Inside the DIFC, Regulation 10 under the DIFC Data Protection Law covers personal data processed through autonomous and semi-autonomous systems, including AI. It brings notice and transparency duties and extra oversight for high-risk processing. Onshore, the federal PDPL applies. Your counsel should confirm which rules apply to your agent.

It can help with preparation. Invoices are issued through your accredited service provider, with published timelines putting large businesses on the system from 1 January 2027 and others from 1 July 2027. An agent can reconcile invoice data across systems, flag missing fields and draft supplier corrections, with a finance person approving each step.

No. Radiatus has no UAE office, entity or licence. We are registered in Dover, Delaware and as an MSME in India and work remotely, 1.5 hours ahead of the UAE, with visits by agreement. If your contract requires a locally licensed provider, we will say so early.

We price after a short discovery and do not publish rates. Build effort depends on the number of systems and languages, whether the agent writes into systems, and the size of the evaluation set. Running cost depends on volume and model, and rises if in-country processing requires self-hosted models. Our cost guide shows the arithmetic.

Yes. Through staff augmentation, engineers join your team, work in your tools and report to your leads, with almost a full shared working day because India is only 1.5 hours ahead. Data access and processing terms are agreed in the contract before any access is granted.
